歐巴馬卸任已進入倒數，其自豪的「可負擔照護法」（俗稱「歐版健保」）之存續岌岌可危，在共和黨聯邦眾議員的人數優勢下，聯邦眾院十三日通過一項議案，將啟動撤銷「歐版健保」的法定程序，共和黨的聯邦眾院議長萊恩矢言，川普政府上台百日內，將就其替代方案採取行動。

聯邦眾院以二二七票贊成、一九八票反對，表決通過指示相關委員會以廿七日前為目標，起草廢止二○一○年「可負擔照護法」的法律。儘管民主黨聯邦眾議員均未支持該提案，還有九位共和黨聯邦眾議員倒戈反對該議案，仍不敵共和黨在聯邦眾議院的壓倒性優勢，而聯邦參院十二日一早才以五十一票贊成、四十八票反對通過同樣議案。

藉十三日的表決，共和黨人士已開始履行其終結「歐版健保」的承諾，這同樣是候任總統川普的主要選舉支票。川普十三日上午所發的推文難掩其興奮之情，他先為國會推動廢除「歐版健保」喝采，並稱「『不可負擔（Unaffordable）照護法』很快將走入歷史」。眾院議長萊恩表示，「歐版健保」崩解中，「這項實驗已失敗，我們得在情況變得更糟前插手」。

聯邦參、眾兩院通過的上述決議，毋須總統同意，原因在於它屬於國會內部預算程序的一環。不過，一旦廢除「歐版健保」的立法完成起草時，兩院則須予以表決，且總統的簽署不可或缺。屆時，川普早已正式入主白宮，而他不斷呼籲國會盡快撤銷並取代民主黨的「歐版健保」計畫。
