然而，假道學又死要錢的歐盟做法是反其道而行，在德國宣布關閉三座核電站的同一天，就向成員國分發「綠色」投資項目計劃提案，這個公開的提案把核能、天然氣納入綠能範圍，過去十年，歐盟實際上在籌劃推出「綠色」投資項目計劃，核心就是擴大「綠能」範圍，包括把核能、天然氣納入「綠色」能源。同時，法國也持續把原本已關閉的核電站陸續啟動，支援電力短缺的友邦德國，德國人需要法國核能發電度過寒冬。德國為此花掉更多鈔票，除了昂貴電費，也要付法國排污費用

Politico媒體的報導，支持又堅決反對核能發電的歐盟成員國達不到所需的多數；至少要二十個成員國、達到歐盟的百分之六十五的人口，歐洲議會也不太可能有多數成員反對歐委會這一提案。何況，到了這個二Ｏ二二年又是法國擔任歐盟的輪值主席，法國已經摩拳擦掌地要好好履行主席職權，也打算力促這個「綠能」範圍包括核能、天然氣納入新的「綠色」的能源方案通過。
德國這本綠能政策，其他像是美國、日本、澳洲看到都替德國痛到哇哇叫：十年前，德國的核電站電力供應占到全德電力供應量的四分之一，就在短短十年間，德國在左共勢力影響之下「揮刀自宮」，關閉全國大部分的核電站，損失一點七萬億歐元，如今因為自己電力供應不足，不得不從法國圍繞德國邊境修建的一圈核電站高價買電力，成為名副其實的超級蠢冤大頭。德國剩餘的三座核能站拆毀，每座還需要投入十一億歐元

德國除了宣布二Ｏ二二年完全棄核能發電，還計劃在二Ｏ三八年前關閉所有燃煤電廠。德國能源與水經濟協會BDEW的數據，二Ｏ二一年的上半年，德國電力結構中占比最高的是可再生能源發電（41.4%），其次是褐煤發電（17.8%），然後是天然氣發電（16.7%），核能發電（11.7%），硬煤發電（8.4%）。棄核能又把燃煤除役，依照目前的數據，這個缺口占比高達37.9%。理想是很高尚，實際只有骨感，到了嚴冬，德國依靠的太陽能和風能等新型能源開始變得不穩定，德國仗著手裡有銀子，德國可以高價向法國購買核電
