居民指火災警報沒響 聞呼救才知

目擊者和逃出的居民指出，火勢迅速蔓延，樓內的人很快就被大火包圍，受困者尖叫，也有人看到高樓層有人用手電筒、手機燈光打信號，據傳有居民被迫從窗戶跳樓逃生。在現場報導的記者描述，一直有殘骸從大樓掉落，還聽見爆炸聲、玻璃爆裂聲。

居民說，大樓火災警報系統沒有啟動警鈴。七樓居民穆納克（Paul Munakr）說，他是因街上的人「不要跳、不要跳」的呼聲，才知道起火。住在四樓的柔伊也說火災警報沒響，火勢一路從四樓迅速向上竄，非常嚇人。

四十五歲的阿里說，火從較高樓層竄出，半小時內就遍佈整棟樓，「從沒見過像這樣的大火，讓我回想到九一一（攻擊）」。

起火原因仍待調查。BBC和天空新聞分別引述一名四樓居民說法，凌晨一時左右有鄰居的「冰箱爆炸」，可能因此引發火災。但是這種說法尚未獲得證實。

大火延燒十幾個小時，外界擔心大樓可能承受不了高溫而倒塌，不過，消防局說，結構工程師檢查過，認為沒有坍塌之虞。

倫敦「格倫菲大樓」十四日凌晨發生大火後，居民憤怒表示，他們早就一再警告地方政府，這棟大樓消防安全有疑慮，但是沒有獲得正面回應。

大樓去年才斥資完成翻新

格倫菲大樓建於一九七四年，是市政府委託肯辛頓暨切爾西物業管理組織（KCTMO）管理的社會住宅，共有一百二十戶，在富裕的肯辛頓區中租金低廉，近期花了一千萬英鎊、耗時兩年翻新整修，二○一六年五月完工，包括新的外牆牆面以及公共暖氣系統。

社區居民組成的「格倫菲行動團體」，二○一三年起就向市府警告該棟大樓有消防安全疑慮，包括地下室鍋爐間滅火器設備、電梯機房、電氣室設備檢測、維護都過期十二個月；居民也曾抱怨緊急逃生出口受阻。

去年十一月，即翻新工程完工後六個月，該團體撰文說，「只有一場災難事件」才能凸顯格倫菲大樓的安全風險，並指最有可能促成改變的是場嚴重大火。十四日大火後，格倫菲行動團體表示，「我們所有的警告都被置若罔聞，我們早就預言早晚會發生像這樣的災難。」

「衛報」報導，大樓整修工程在外牆加裝噴塗聚酯粉末塗料的鋁製防雨板，這些防雨板及外牆隔熱材在大火中顯然燒得非常猛烈。

不過，負責整修工程的萊登公司十四日聲明，其工程「符合所有要求的建築管控、消防規範和健康、安全標準」。另外，一封二○一四年給居民的信函宣稱，大樓設計都「依據嚴格消防安全標準」，並建議居民遇上火災時應該待在屋內。

住十六樓五十五歲居民達法恩說，居民向市政府抱怨大樓安全多年，都沒用，「我還活著算幸運」。他認為這起大火「是集體謀殺」。

倫敦市長可汗說，對這起火災感到心痛，這起大火挑起高樓安全疑慮，另外，大樓管理方建議居民若失火時待在屋內是否恰當，這些都是有待回答的問題。

不過，也有人完全沒收到任何警報。從十七樓脫困的一位民眾，就是等到消防車來才知局勢不妙：他當時只聞到煙味，把頭伸出窗外，才看到火舌正沿著大樓外層上竄，「格倫菲大樓」就「像根火柴棒」。還有現場逃生策略混亂，受困者不知該拿毛巾堵門留在原地，或拿溼布包頭突破火場；以及警方指揮混亂，沒有調查逃生者姓名，民眾等了五小時，完全不知親友下落。
