    Does a bystander need to be trained? There were lots of them in the Philippines.

    I can't open your link. So that is so far my definition of a bystander. A bump who don't have a job and is always around the corner.

    In this case, " a bystander could be anyone who sees or hears of behavior that appears worthy of comment or action."
